Such Badges were seen before on Plurk, which offered badges for active users and similarly it is given on Orkut too. Based on the age of your account, contribution on Community Forums, Number of Active Communities you own and many m0re.

You have to earn them, As mentioned the criteria above- You will be rewarded a badge automatically. Only key is to be active on Orkut and you will be notified when you get one.
